Support manual configuration
Some devices do not support over-the-air activation (OTA), but require manual configuration by the end-user or retailer. Handsets running Windows Mobile software for example

The devices need to be either preconfigured by the operator or retailer before shipping or need to be configured manually by the end-user or retailer, with or without support of the call center. Quite often, these calls for support or handled by 2nd level customer support, making these calls even more expensive to support.
